测绘资质分为甲、乙、丙、丁四级。

测绘资质的业务范围
国家测绘地理信息局是甲级测绘资质审批机关，负责审查甲级测绘资质申请并作出行政许可决定。
省级测绘地理信息行政主管部门是乙、丙、丁级测绘资质审批机关，负责受理、审查乙、丙、丁级测绘资质申请并作出行政许可决定；负责受理甲级测绘资质申请并提出初步审查意见。
2014年7月1日，国家测绘地理信息局以国测管发〔2014〕31号印发修订后的《测绘资质管理规定》。该《规定》分总则、申请与受理、审查与决定、变更与延续、监督管理、罚则、附则7章37条，自2014年8月1日起施行。2009年3月12日发布的《测绘资质管理规定》予以废止。

第六条 申请测绘资质的单位应当符合下列条件：

（四）具有与申请从事测绘活动相匹配的测绘业绩和能力（初次申请除外）。
第七条 测绘资质审批机关应当将测绘资质行政许可的依据、条件、程序、期限以及需要提交的全部材料的目录等向社会公布。
第八条 测绘资质审批机关应当健全测绘资质管理信息系统维护机制，实现测绘资质行政许可在线受理和审查，方便管理相对人，提高行政效率，增强管理能力。

（四）单位办公场所证明；
（五）健全的测绘质量保证体系证明；
（六）测绘成果及资料档案管理制度材料；

测绘资质是什么意思?
测绘资质是测绘专业必须具备的资质，资质等级为甲、乙两级。
2021年6月，自然资源部办公厅印发了修订后的《测绘资质管理办法》和《测绘资质分类分级标准》。
1．申请晋升甲级测绘资质的，应当符合以下条件：近2年内完成的测绘服务总值不少于1600万元，且有3个以上测绘工程项目取得省级以上测绘地理信息行政主管部门认可的质检机构出具的质量检验合格证明。
2．申请晋升乙级测绘资质的，应当符合以下条件：近2年内完成的测绘服务总值不少于400万元，且有2个以上测绘工程项目取得设区的市级以上测绘地理信息行政主管部门认可的质检机构出具的质量检验合格证明。
3．申请晋升丙级测绘资质的，应当符合以下条件：近2年内完成的测绘服务总值不少于50万元，且有1个以上测绘工程项目取得县级以上测绘地理信息行政主管部门认可的质检机构出具的质量检验合格证明。
4．申请导航电子地图 *** 或者互联网地图服务专业范围的，不作测绘业绩考核要求。
质量管理
甲级测绘资质单位应当通过ISO9000系列质量保证体系认证；乙级测绘资质单位应当通过ISO9000系列质量保证体系认证或者通过省级测绘地理信息行政主管部门考核；丙级测绘资质单位应当通过ISO9000系列质量保证体系认证或者设区的市级以上测绘地理信息行政主管部门考核；丁级测绘资质单位应当通过县级以上测绘地理信息行政主管部门考核。
申请互联网地图服务专业范围的，不受前款规定限制。
